Guess swimwear isn't just for swimming but also for relaxing at the pool and stuff, hence they are allowed.
Just remove them in CAS if you don't want them.

Click on a mirror or dresser and select Plan Outfit or Plan Outfits.
Select the Sim if necessary.
Click on the Sim's clothes.
Choose Swimwear.
Hover over the Shoes button and click the red X to remove the shoes.
Make any other changes you desire.
Click the checkmark when you are Done to save your changes and return to Live mode.
Click the X, instead, if you want to Cancel and return to Live mode without making any changes.
If you get a popup window, click the checkmark to confirm that you're doing what you wanted.
