Sims 4 Adoption

Hello! I have been having this problem for about 2-3 hours now so I'm not sure if this is supposed to happen or not but here's what happened.I bought a house at Brindleton Bay and changed the lot traits to Cat Hangout,Dog Hangout and Breeding Ground so a lot of strays started walking and sleeping in my outdoor house area.I interacted with some strays for a while,and tried to adopt them but couldn't because apparently they aren't strays anymore,so everytime I would interact with some strays for a while they wouldn't be a stray anymore.I haven't had this problem before,I even adopted the stray cat "Doc" (Elder) with no problems before the problem occurred.

Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.

UPDATE:After I restarted my Sims game,some strays had their stray tag above their head and some didn't.I get interactions like ''Go for a jog'' and ''ask to go potty'' which are interactions for owned pets.I don't have any interactions for adoption.

I moved the Mods folder to my desktop,removed my household that had the problem and it worked! Thank you so much! Ill add my mods back and see if it works.
