My Sims 4 game has had this issue for the past month or so, and I’ve resetted my game, I’ve uninstalled it and such and it still continues to have only about 5 jaw presets or 8, nothing more. I have no mods in my game or CC.
@mariathequeenx As far as I know, this is normal. I have 6 jaw presets in my game and I am not using any CC presets either. Did you have more than this at one time?

Usually, it allows me to make the jaw different such as a sharp jawline, that doesn’t have an arc within the neck. Could you send me an ss of a side view of how the jaws look?
@mariathequeenx There were too many presets to take side-view pics of all of them. When I went back into my game to look into this I realized the screen-shot I previously posted was for teen females who only have 6 presets. Adult/Young Adult females have 9 presets, and Elder females have 6. For males it's even more, the totals for teen/adult/elder are 12/15/12. I wasn't sure which age and gender you are asking about & it would take dozens of pics to show them all. I did take two pics for adult/young adult females because to be honest when looking from the side eight of the nine presets looked extremely similar with only one being very different:
Eight of the nine presets looked very similar to this when viewed from the side. The main difference between them was much more noticeable when viewed from the front. As far as I could tell none of the presets appeared to have a jawline with a sharp angle into the neck, though I could make it look sharper by lowering the jawline after selecting the preset. The ninth preset looked like this, which as I understand it is even less of what you are looking for than the other eight:
