Sims 4 PS4 Question

@steve21887, I can only address the last 2 of your questions.(I don't play on a console, but I have a relative who does.)

First, there are (sort of ) elevators/lifts in the game with City Living. They are just for the large buildings in San Myshuno and are really just for looks.  Your Sim can get to the top floor and down to outside again, but you can't really do anything in or with the elevator (no elevator woo hoo or death by elevator, for example). 

As for Seasons, no one really knows for sure yet if it will come to console versions, but my guess is that it will. 😉   Seasons and pets (Cats & Dogs) were the 2 most requested EPs for the Sims on PC. ❤️  You have already just seen the release of Cats & Dogs for consoles about a month ago, so I would think that they are in the process of making Seasons right now.  C&D came out about 9 or so months after it did on PC, and if they did the same to Seasons that would make it February or March -ish.  But they could postpone its release and put out another pack first, such as Jungle Adventure or Outdoor Retreat. 🤨 Jungle Adventure is a Game Pack so It is smaller than an Expansion Pack like Seasons would be.  I would think that they are more likely to release the more popular packs first. 😉
