Sims can't spilt from household

I have no mods and I tried many times to have my sims split from household and it will not allow me to transfer them. The pop up screen for the household split remains open and I cannot exit out. I have to force close the game and I have to the restart EA app. No matter how many times I restart I still run into this issue.
