Sims For Rent - Can't Fill Vancacy

I have to click "Fill Vacancy" a bunch of times until the rental screen finally pops up. Once it does and I select a tenant, it never actually adds them as a tenant. I removed all the mods from my folder to run vanilla and it has the same issue.
