This has been bugged and I doubt it will ever get fixed cause you can do it with equip/removed cheats which work.

I read the two reports you presented and I was convinced.
When my Sim got a Moodlet from removed trait, I used "cas.fulleditmode", but when my Sim didn't get Moodlet, I didn't.
