So, I ended up replacing the lot and it now works, no idea what the issue was.

Yes, originally I didn't have any staff spawning but was able to fix that.

@KidVyperBytes Did you delete the locathumbcache file after removing your mods and try a game repair ? Have you tested several restaurants ? The not spawning is a known issue but once you have them, there should be an option.

You might need to replace the podium.

I did try a game repair and tried multiple restaurants, I can try replacing the podium and let you know.

  Turns out it is just that one restaurant, I did replace the podium but still happens.
