So I have a dilemma...

So I just recently started the game and I have only 2 sims I made that live in the tutorial house. I qanted to make a new sim and move him in the large slot across the street but the problem is that there are 3 npc sims that live there and I don't want to just get rid of them. I tried moving them down the street but then the house they live in is worth over $60k so I can't move my new sim in there. I tried merging the houses and moving the npc sims out but they collectively only have $8k when I do that and the house down the street cost $17k. Is there a way to move them into that new house and keep their house without buying it?? 

P.s. no cheats bc I play on ps4 and want the trophies

    As I said, I don't have the funds to do that between my 2 sims. Did you not read what I said?

    The only way I know of to do this without using cheats so you can continue to earn trophies:

    I play on PS4, and this may be complicated, but my suggestion is to save the household you want to move to your library. You may have to move your other household back into their old house in order to save only the sims you want to move out. Then, you can move your sims in with them again, and kick out the members you want to move. THEN, you should be able to hover over the house you want to move them to, click X, and choose “move in household from my library.” Select the household you just booted, and bam! It shouldn’t matter if they have the $$ to buy the house if you can do it that way. I’d suggest saving under a different file before you do all of this in case you make a mistake along the way. 
    I hope this makes sense! If there’s anything I can clarify for you, I’ll do my best to explain it in a better way.

    @GEDOHBLAZZTER like @jpkarlsen already wrote you can manage your sims housing and Sim-families in the top right manage World/ manage Households.
    When you lack the funds there is a possibility to first merge your sim with the NPC household and then use the cheat 'motherlode' to give them the necessary funds. After that you can move them to the preferred lot or move them to a cheaper lot. You can also just evict any other household and move them out of the world. Don't worry most of the NPC-s will stay in the game, sometimes even when they are dead. Just check out all the households that are not 'in the world'.

    When you switch on the option fill empty houses your NPC sims will probably move into another lot. In 'Manage worlds' you can always build houses on any lot using the cheat: 'freerealestate on'.

    You wrote that there was already someone living there. You can merge your sim with that household and then split them again giving them enough money to buy another house,

    They already wrote that they don’t want to use cheats as they want to continue to earn trophies. The only way I know of that makes this is possible on PS4 is to move in a household from the library via the way I mentioned in my comment above.
