'Split From Household and Move' Showing Households in Current World

Question

I am trying to move a Sim into a household that already exists and when I clicked on my current households, only one of them showed up. I have 11 that should have shown up. When I clicked on household that were not my own, only ones in my Sims' current world as well as not in world showed up as options.

No mods, no CC. All packs and kits minus the five newest. It's been a minute since I added a Sim to an existing household, so I am not entirely sure when this would have started.

did you test another save if you have the same issue there too ?
Have you tried a game repair ?

I have no other saves, so I didn't even consider that. I will give that a shot. I will also do another repair - did one trying to fix a different glitch yesterday and I noticed this after that.

Update: I tried it in another save as well as repairing the game, the issue still persists. I also renamed the issue I was having to be more specific. It is only showing up with houses in the same world. The first two households I tried in the new save lived in Willow Creek. The third lived in Oasis Springs.
