This is not a bug, kittens not being able to use stairs is part of the design.
If you want other starter houses there are lots of them in the gallery you can place in the world. You can also very easily remove the house base in build mode so that you do not need the stairs 🙂
If you think that there should be more or different starter houses this is considered feedback, which of course is very welcome!
