Stuck in their shadow scenario - Cannot ask about career

Steps: How can we find the bug ourselves? Play through the scenario, "Stuck in their shadow"
What happens when the bug occurs? I reached the point where I need to ask Lewis Sancho about his career (after he becomes an astronaut) but the interaction doesn't pop up (I believe this happens because earlier we learn that he is unemployed and we can't ask about his career again).
What do you expect to see? For the "ask about career" interaction to be available. The scenario says it should be in the "Likes and Dislikes" section, in the "Friendly" category, but that section also doesn't appear.
Have you installed any customization with the game, e.g. Custom Content or Mods? No.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
