summoning elementals not working since download

I recently got the Island Living expansion pack. I made sure that I has the Island child trait (along with the ocean child train). I have tried to summon the Elementals but it is grayed out and says ...

I know this is kinda old but I had a similar problem once. I think it had to do with me not completing the starter quests. The ones shaped like gift boxes with tasks like “Order a pizza”. I completed them and I could summon elementals.
