Yes, this problem is also in my game, I had to use the mod to pay the bill, but the problem is the same with rewards. In addition, create sim is broken, build menu is broken, postmens are broken, sims not sleeping, etc. There are so many broken things that it's scary!

I updated MCCC & Woohoo. I even set the "pay bills automatically" option to "enabled". But no, they are still not paid.
After the update, I can click on "Pay the Bills" tab but it only says 111 simoleons. I paid 111 but the game still says I owe 111. And my power and water are still cut.
I deleted my mailbox and a postman appeared right under it! I thought "Ok, she was stuck here, now I can pay my bills". No.
This directly affects the gameplay. It's impossible to play the game withour power and water. This should be solved immediately!
