ad0769102abfb079 Yes. Assuming your other sim has some in their inventory, just open their inventory and grab one. Drag it to a surface and drop or drag it and drop it on the sim that needs one.
Also, have the vampire sims read the Vampire books you can buy until you get the option to turn fish and frogs into plasma packs. Then go fishing, catch some fish and turn them into plasma packs.
