@thesimssire You have the meshes but not the textures. You are either missing parts of the CC or the CC's are bad.
But its even happening to CC I've had for a long time. For instance there's a sweater that I've had since I've basically gotten the game, and it worked perfectly fine until I downloaded the CC. And that doesn't explain why in some of my sims outfits they look so weird. I even took off everything that sim was wearing, even skin details and he still looked the same, and only in his sleeping outfit.

Look, it's not all that complicated.
If your CC looked fine until you installed new CC, then the CC you downloaded is BAD.
Remove the new CC.@PsychotpsI did that and it's still doing it lmao.
