There are frequent sales that you can look out for.
@voloid Hello! Just as @jpkarlsen mentioned, there are regular discount sales several times a year, every year. Very often these sales will offer 50% off of expansion packs. I believe there was a sale in January so I'm betting there will be another sale in the Spring, possibly in April or May.

Just a sample from steam: Sims4 cost in full price 1004.38 with all inclusive sets *stand before Grow Together
If you purchased the game on sale + use the bundle there the whole game cost, you 529.55 / 52% (- sets) if you add all sets then it costs 594.41 / 59% (I use Euro, but I think Dollar is almost the same – taxes)
So, I recommend buying sims4-DLC only on sale and when possibly use the bundle method(Steam+Origin/EA-App offer both bundles//Steam click on DLC for the bundles option, is not on the main Sims4 store page and not all DLC have bundles). You save much money specially if you buy only all 5 months 1-2 bundles on sale.
I almost always buy the bigger packs on sale and luckily the sales are pretty regular. I'd like to see bundles introduced for console players too though as it's currently not available to us.
The kits are mostly good value though.
@voloid Hello again! The sale came earlier than I expected. The Cats and Dogs pack is 50% off now until March 23rd. :-)
