Unable to Open Small Business

I purchased Businesses & Hobbies on release day & installed it with no problem. It seems as if everything downloaded just fine - included the presale items. However, the sim that I have owning a business (not on a residential lot) I am not able to open the small business. I have removed UI cheats, I made sure the ticket kiosk is accessible (no fancy placements) - my sim tried opening from the kiosk AND the business sign and nothing happens. Any ideas how to resolve this? I'm still working through a few other resolutions and will follow up if I find what the issue is. Thanks in advance for the assist!
