Unplayed households disappear from the world / lots become empty

Hi, I am experiencing a recurring bug in The Sims 4. Some of my unplayed households disappear from the world completely. Sims living in apartments or houses just vanish. Their lots become empty even ...

Hi MR1985MR​ 

You can only have a certain amount of Sims in your game. After that the game starts culling Sims. 

If you don't want certain Sims culled, make sure you move them to my Households.

Do you have any neighborhood stories for them ? Are the houses actually without furniture or can you just only buy them without it ?
