When I click Woo Hoo they just fist pump and chat...no woo hoo happens

I have two young adult sims that are in a relationship. They are both attracted to each other and woo hoo and physical intimacy are a turn on. They are able to kiss and make out. When I click on them and select woo hoo they chat and then fist pump. After that nothing happens. I play vanilla and have never used CC or mods. I repaired my game and clicked on each sim to debug. They are not in the same family so I have tried to hop out and play as the other one and still get the same response.
