Why are stalls not auto manned on public lots?

I know this issue has been mentioned in several places and forums already but I am mentioning it again. Come EA this needs addressing. Why should I need to pay 100 simoleons to then also have to pay ...

Stalls at various festivals are always manned so what is it you are paying 100 simoleons for? Placing a stall on a public lot from Manage World does not cost you anything.

@jpkarlsen They are unstaffed when you place them from build mode. Hiring the NPC to staff user-placed stalls costs 100 simoleans.
