won't listen to woohoo command

i'm a new player and just trying to make a family but for some reason my Sims refuse to listen to the woohoo command or try for baby command. it shows up for a second but disappears into chatting with chosen sim or they suddenly can't move. with not being able to move, if the command disappears they can move again. does anyone know why this happens and how i can fix it?
