World NEVER Loads

I cannot get a household (old or new) to load past the screen where you actually begin to play. I can enter Create-A-Sim, and select a lot for the household to move into, but once I hit "play," the plumbob spins on my screen forever, and the world never loads. If I try to resume game or load an old save, same thing.

Here's what I have tried:

1. Removing my entire mod folder, and left it out
2. Repairing
3. Creating a new save
4. Uninstalling and reinstalling
5. Creating a clean user folder and launching the game
