Young adult sim can't go to the university! Is it because of the packs I have?

I tried reloading to a time before I got the university pack. I took my teen and had him graduate high school then aged him up into a young adult. The apply for university button does not appear. When I tried the same method with his sibling, the apply to university button does appear. I also tried with his parent, and it also appears with the parent, but not for my sim
