I do believe that, once purchased, you can re-download as often as you like. So, if it doesn't work on your current system, you can download it again on a different system that does work.

Another option is to purchase the regular version now and then purchase the upgrade later, but it will cost you more money to purchase them separate. I think the PC version runs about $15 where the console is $10.

I believe Gray, along with most of the popular Youtubers, owns all available packs. What he uses is dependent upon the particular video. A lot of Youtubers also use mods, and they rarely inform the people of what expansions or mods they are using. For the most part, it's up to you to research what's available and determine on your own what they are using.
