Yes, I figured, but I still couldn't find them at the festival! And I didn't see any kid wear them neither. Weird! Maybe you have to purchase them somewhere or unlock them somehow? Does anybody knows?
You buy them from the vending machine that also has the Simmi capsules. (There might be more than one vending machine with Simmi capsules near a festival - you have to find the machine that gives you the choice of buying the capsule or the paper hat - it's near the statue.) "Hat" isn't the right name, but I can't remember the correct name.
