So... I had a mooch around the internet and it appears that the industrial area in the harbour is set up to be going back towards neutral because of how the houses are decorated.
I had a look through build/buy and it seems a little weighted in the green category because of doors and windows.
For going green you can use:
Floors - wood, some stone, some masonry, some outdoor
Walls - rock and stone, some paneling, a few masonry, a few siding
Lots of fencing and some roof patterns
Some doors and windows
For going industrial you can use:
Floors - some stone floors, some masonry, metal, some outdoor
Walls - painted, a few wallpaper, a few tiles, masonry, most siding
A few fencing and roof patterns
I could find no industrial doors and only one window, which is the unlockable from the science career.
There are neutral ones in all categories.
