I believe the list excludes anyone at work/school/otherwise occupied as illegible to join a gathering at that moment and therefore join the club. I think there's a mod somewhere that lets you invite anyone.
You can invite sims directly via club socials.
There are several mods to increase club capacity, even a setting in MCCC, but anyone after the initial 8 has to be invited via socials (or auto join with MCCC) rather than via the UI.
