Cats and Dogs have the Get to Know interaction with them like any other Sim.

yes I know, but when I phone to adopt a dog or cat, you get the spread sheet with the pics of the pets available to adopt. but you can't see what their traits are, so you choose one you like, and find out its aggressive, or some other trait you don't want, but you don't know this until after you have adopted them. then it's either stick with it or go back to previous save. and try again. You should be able to see their traits before you decide to adopt.

When you select a pet(s) to adopt, don't adopt them right away! I usually spam some interactions until I get all their traits (look at them in your sim's relationship panel with them) if I want to know beforehand. Once (if) you're happy with them, then you adopt them :) If I don't like them, then I just end the adoption with the Adoption Agent

You can absolutely find out their traits before you adopt them. You're supposed to get to know them before making the final adoption decision. Introduce yourself to the animal when it is brought over and then do the "get to know" interaction to discover their traits. Then you can decide whether or not to adopt the animal....which is pretty much how it works in real life when adopting pets, you meet the animal and see how they are and how they react to you.

Also, you can just go into cas.fulleditmode and change the pet's traits after you've adopted it, if you want different traits.
