I think Sims 3 had an African safari or zoo in a game pack because I have seen people asking for it to be brought to Sims 4, so maybe the animal images are a hint that it might be coming to Sims 4? but what you say is true and I hope an African country inspired pack would have a whole lot more than just that. I hope it would it be something like Snowy Escape with new neighborhoods, food, culture, festivals, etc. or a new vacation destination.
TS3 didn't come with zoos. Now zoos were mentioned in a TS3 Survey but they didnt make the cut. It did however come with make shift Theme Parks via the store. SimGuruCopeland was the Savior of TS3 in my opinion with the store.
