Graham has already stated on Twitter that the Expansion Pack team wanted to focus on different angles of a Pets Expansion pack away from the norm that they have done for the past 3 generations, such as adding Vets. With a Seasons EP, I think it would be a given that all four seasons would be focused on because that's the USP of the game, just in the same way that it was named Cats & Dogs for that reason.
ETA: I'm not disagreeing that they may add Seasons related things in future GP/SP, as they might. I just don't think they'll bypass any of the four seasons in the EP.
That's the thing though... there probably won't be an actual 'Seasons' expansion pack... lol It's literally going to be a pack for each season (except for winter, like I said... since that's the most likely season to be excluded because of it "being too hard" or "too glitchy").
At this point, I don't know what to trust with EA anymore... they're full of surprises with Sims 4 (and no, that's not a good thing either).
