AI routing - lazy/unprioritized implementation?

I don't really mind sim clipping to each other or objects, it's not like they do it all the time, they still aware that there are sims in front of them making conversation in sidewalk with other sims and the passerby wont just go through them, they'll move a little bit to the left or right to pass, it was a nightmare in previous games calling meal so that everyone can have a nice little dinner can almost take up to an hour just to grab meal, and some of them just give up because of routing issues.
