All Scouting Badges But Won't Promote to Llamacorn

Question

My teen sim has completed all the badges and it shows this when you check badge progress but on the school/scout tab, it says only 8/9 have been completed and he hasn't been promoted.

He has gone to scout meeting twice, checked the board multiple times but I can't get the promotion to trigger.

I really want the 25% skill bonus so I'm hoping someone has some advice on how to get the game to properly recognises he has completed everything.

I'm having the same problem. It's the first time. I've gotten several kids up to Llamacorn Scout without cheating, but now this one girl has 7 badges but her Scouting Career info says she has only 6. I think there's a bug at work here. I hope they fix it in the next patch. That skill bonus is a pretty big deal. While I don't mind cheating many things, this shouldn't need to be one of them as it's not that hard to accomplish.
