That's what I'm talking about. It has nothing to do with the possibility of the player adding lots freely over public areas or the power that the game gives you to modify these places, putting some decorations that are made available, some tables, trash cans or trees. And my comment is about the interaction of the Sims in public areas, which has nothing to do with lots or modification of those areas. And I made this comment because some people talk about interactions with the Sims in public areas as if in The Sims 3 it was possible to do incredible things, when in reality the only new and more consistent activities came after 3.5 years when we could swim in the ocean, and then use boats, boats and other things with Island Paradise.
And if you do not understand anyway, I repeat again, I'm talking about public areas and what the Sims can do in them, I'm not talking about lots or modifications made by the player.
And not that this is of any use, even because it doesn't even refer to the issue that I approached, but the create a world tool was made available 6 months after the launch of the base game. And it was only possible to modify public areas and add more lotes in the world directly by the game after The Sims 3 Ambitions. But this is not information to enter into debate, but rather just informational purpose. But this is just a detail, nothing compares to waiting for almost 4 years for something that will not come, as in The Sims 4. =)
Thanks for the "lesson", but you still don't get the point. The thing that can be done in public areas of TS3 and TS2 that can NOT be done in TS4 is that the paying owners of the game can take them over for their own use.
That was my point. That is something that can not be done in public areas of TS4. They are forever locked away and useless for anything else besides what they are right now, at this very moment.

I get what you’re trying to argue, however, it’s trivial, as The Sims 3 handles lots and world manipulation so seamlessly, it is like lots are not there, and only exist for our own organization of our worlds. In the end, we are still given complete creative control over our worlds, whereas The Sims 4’s idea of this extends only towards moving objects around on pre-determined lots within prefixed locations with prefixed 2D backdrops.

The areas in TS4 that @celipoesias is referring to as "public" don't really exist in TS3 in the same manner. At any time, non-lot areas in TS3 can be claimed by the player and used.
In TS4, the only rough equivalent to the unchangeable scenery props of TS4 are the roads, mountains, some parts of the water, and the edges of the map. Those parts can't be changed, they can't be used at all. However, they are a very, very small percentage of the world. Plus, they're not scenery. They're actually part of the world, not scenic props. In TS4, the major percentage of the worlds is unusable scenery that was added to a world of completely flat terrain.
