When you think about it, Sims 3 was just as broken up and subsidized. Instead of GPs we had the Sims 3 Store, including additional worlds (and if you wanted special content you had to pay more for the Gold Edition, and sets with premium items where you had to get the whole thing even if you just wanted the premium item.
But at least there was a ton of stuff on The Sims Resource for free, because it was much easier to create for the game back then. There's not as many people creating for Sims 4 because it's harder.
