I use these on public lots if I want their to be a specific emotion. For example, if I have a romantic restaurant, I'll put the romantic light out to make everyone flirty. Or, if I want everyone to get angry and get in fights at a specific bar, I'll put the angry light on. I also use the emotion based paintings and sculptures as well on public lots.
