are all kittens/puppies neutered

I just adopted my first cat, but I had to get an adult one because all the kittens were neutered, does this go for dogs as well?
And why is it this way? shouldn't it be the other way around that the adults are neutered ?

    However, you do need to know that kittens and puppies cannot get unspayed/unneutered and vice versa at the vet. As this life stage is so short, kittens and puppies cannot get sick and have pet clothing. So, you need to wait until they're adults to unneuter them.
  • The only time I adopted a puppy, he came neutered. That pretty much reflects RL. That's one reason why I won't adopt a pet. If I choose not to breed, that should be MY option.
