Are "no work" holidays supposed to take away my work vacation days???

@SimGuruGeorge: could you allow the player to set the 'annual' number of paid, no-work &/or school holidays for every household? That way everyone can play every household as s/he chooses, and no one would have to use cheats (which some prefer not to do).
