Are "no work" holidays supposed to take away my work vacation days???

I wanted to make a comment. My sim just celebrated HarvestFest and he did not lose a vacation day. In fact, he earned one.

It would make sense if the premade Holidays don't subtract from vacation days. Only the player-added ones did. But if HarvestFest doesn't subtract, but WinterFest does, then that's inconsistent and should be straightened out.
