That's interesting. Today after seeing this discussion I observed one of my sims. She is a scientist. When Harvestfest started, she had 3 vacation days. After the clock reached 8.00 pm (when her work ends), she got paid and had 4 vacation days.
Ok then. So I have bug that increases the vacation days for sims...

It's not a bug, Sims earn vacation days by working.
My sim didn't work. Harvestfest is one of the holidays where sim gets a day off. My sim got a day off and gained a vacation day. There's no way to send them to work. (Maybe it was because she has Responsible trait)
He gained that vacation day from the few days he had worked leading up to Harvestfest.
