But they've done it before with reworking of festival lots, making beaches/water usable in other hoods, and with being able to put resorts in other worlds and even making your own underwater world in the Sims3. They also even talked about making it, which they wouldn't do if it can't be done and they don't plan to do it. If they won't/can't do it, they say so, like with saying Sims4 can't be fully open like in the Sims3.
