Attend University Part-time?

I don't see why your sims wouldn't be able to attend university while living in any neighborhood in the game. The rabbithole classes make this more, not less, likely. In addition, the presence of the toddler in the trailer seems to suggest that too, because it would just be too unrealistic to have parents and their kids living apart while a parent is gaining a degree. (I plan to have my single mom sim live with her parents, who can sometimes provide childcare, while she attends her classes in the day). It would also be more realistic to have some mature students, very common nowadays.
