Yes. When I build, I try to design for autonomy. I put the dining room next to the kitchen instead of a couple rooms away like I've found in some house plans online. I make sure it's got nice chairs because otherwise they might walk past them to eat in the living room. I tinker with the build to encourage Sims to use things the way I want.
Of course, they'll still walk across the house to set a glass on a certain coffee table, but I can try.
