Please ensure that you remove your mods before making out a bug report. Also, very important that you check your antivirus programs to ensure that it isn't blocking the program from writing anything to the files in the Documents folder. You may have to exclude the program executables.
One other thing I noticed, and EA didn't disclose this in the patch notes, is that The Sims 4 game shipped with the "-fpb" option. I am currently testing with a new save isolated from my main saves right now, so I'll let you know what issues come up during my playthrough.
