I've currently got a mod installed that forces the game to create new random sims when it needs to make new spellcasters, instead of turning Maxis townies into spellcasters. I've also seen, but haven't downloaded and installed, a mod that restricts walk-by townies to ones from the neighborhood.
So I'm pretty sure that even if we start off with townies just showing up in Batuu for no reason, it should be possible to mod the game to keep them out.
Not that I necessarily like "this can be fixed with mods" as a solution, since "can be fixed" still means "needs fixed," but I mod my game so much anyway that I don't mind adding more mods because I want the game to play a different way than EA does, large or small.
