From my experience everyone that's a BFF wants to move in with you. And then even though they are BFF the game still somehow got them to become best friends afterwards. I thought BFF was a step higher than that. Kyle was sneaky, called my sim up on Love Day and asked her for a date at the ice cream shop. She said yes, then he asked her to become BFF because they were getting along so well, and sure enough he then asked to move in with her. Some time after he moved in the game said that they have now become best friends.
