Yes, you have 4 memory slots. It's odd that they say that the configuration is not available because I'm assuming that the configuration uses two 4GB RAM cards. So to get 16 they only need to insert two more of the same cards.
Maybe you could call them and ask why that option is not available?
I think the bestbuy computer is better than the dell one, the graphics card is better. It has 2GB more video memory.
