Edit: no mods no cc in my game, and I have the highest resolution settings.
So, I might be the outlier here, but...my in-game photos have always looked like that, going back to GTW. From a distance, they look fine, but up close they appear pixelated like this. (Large ones always seem to look slightly better, as do ones that are more zoomed in. But the pixelation is there on all of them.)
Mine look bad from a distance as well and worse zoomed in :(
I'm sure other players have cleaner photos, certainly looked cleaner in some videos before the pack was released. Though I could be very wrong, I can't really find a comparison as most people are posting the screenshot of their photos.
If not and that's how they are intended to look then...wow, that's *beep*

I always assumed it had something to do with a setting or even the game resolution, but I've never been able to figure out what setting it could be. All of my graphic settings are on high or very high, and the only one related to photos is whether or not to capture the UI in your screenshots.
