Books not being able to max out a skill for Sims

I must be feeling in a grouchy mood today or things particularly annoying me about the Sims 4 that didn't with previous Sim games. Why is it when our Sims get to level 9 of a skill they are unable...

I don't have the patience to build my sims' skills through books, and it appears that they don't have it either. They keep putting those books away, getting bored with them, and even if that wasn't the case, it just takes forever... I only resort to skill books when there really is no other option, or when a sim is getting on my nerves and I don't know what to do with them.
