I remember my first time in London, asking people something about Leicester Square and them looking at me funny because I didn't pronounce it "Lester Square"... Ah, the memories! Britechester still has that additional h, though, so I agree that it's probably pronounced "Bright-Chester".
As to where it is, we're never going to get a precise answer, but...
There's a standard hilly-foresty backdrop with big buildings randomly sticking out in one place. I often use little "hints" like this to make up a world map in my mind, and I've decided that Newcrest and Magnolia Promenade are close to San Myshuno because of the skyscrapers in their backdrops. Now these tall buildings here could belong to San Myshuno as well, but the architecture and the name of Britechester itself remind me more of Brindleton Bay, which is close to Windenburg in my headcanon. So for me, what we see in the background is the modern district of Windenburg, putting Britechester close to that and Brindleton Bay, Forgotten Hollow, Glimmerbrook, and Granite Falls.
